Well, this situation sounds most unfortunate and irritating... I sympathize with you.
First, let's start with the sale of the vehicle. It sounds like you suspect that the vehicle you 'bought', actually belonged to another customer of this guy who did not have the authority to sell said vehicle. If this is the case, unfortunately that means the sale is invalid. The fact that you got a bill of sale is good, in that it proves you gave him money for this vehicle, but it does nothing in the way of giving you ownership..
That said, you are not without options. I would have a certified notice of debt sent to the wife (as she is the legal "next of kin" in such a situation). In Nebraska, I can have a sheriff deliver this notice, as something about that process seems to expedite the person receiving the notice in getting it dealt with.
However, even if you cannot have a law enforcement officer deliver this notice, I would still get it delivered.. Certified mail only and I would be sure to put a communication with it expressing that you'd like the wife to contact you to establish a payment arrangement within X period of time... I would give at least 30 days so it cannot be said that you're being unreasonable. It's also worth pointing out that at this point, you may as well just assume you're going to court. That means you need to record EVERY form of communication you have with anyone regarding the situation.
